Atty. Reyes completed his Bachelor of Laws degree at the University of the Philippines in 1986. He also completed his Bachelor of Science, Major in Business Economics in the same university in 1982. During his student days, he became a member of the Upsilon Sigma Phi, the U.P. Economics Society and U.P. AIESEC.
After he passed the bar in 1987, he joined the Angara Abello Concepcion Regala & Cruz Law Offices as an Associate where he specialized in labor law and litigation. In 1991, immediately after his promotion as Senior Associate of the Firm, he joined the Magsaysay Group of Companies as Assistant Vice President and Head of the Legal Department.
Atty. Reyes has also served in various positions in government. In 1992, he heeded the call of Senator (then Mayor) Richard Gordon for young professional volunteers and joined the Subic Bay Metropolitan Authority where he served as Deputy Administrator for Administration, Chief of Staff and Corporate Secretary of the SBMA until December of 1996. He had no difficulty in assuming his positions inasmuch as it was he and Sen. Gordon himself who, through former Sen. Leticia Shahani, introduced the Subic Bay Freeport provisions into what is now known as Republic Act No. 7227, the law creating the BCDA and the SBMA. He also worked with the World Bank and multi-government agencies to draft and finalize the Implementing Rules and Regulations of the SBMA.
As part of Gordon’s young professional volunteers, Atty. Reyes, together with other young professionals from top universities here and abroad, were responsible for the creation of over 40,000 jobs, the influx of over U.S.$1.0 Billion worth of investments, and the outflow of over U.S.$1.0 Billion in exports within a 4-year period. He negotiated the major contracts in Subic including Federal Express, Coastal Petroleum, Subic Bay Legenda Resort Hotel & Casino the and Subic Bay Yacht Club. He was also instrumental in the successful hosting of the 1996 APEC Leaders’ Conference held in Subic.
In 1997, Atty. Reyes was appointed by President Fidel V. Ramos and subsequently reappointed by former President Joseph E. Estrada, as Administrator & CEO of the Cagayan Economic Zone Authority, a Freeport located in Cagayan Province. Atty. Reyes served as Administrator until 2001. He was responsible for the development of CEZA’s master plan and the first investors to locate thereat.
Atty. Reyes joined SGV & Co. in 2002 and has handled corporate and tax services for some of the Firm’s largest clients. He has also been very active in the lecture circuit, conducting seminars and presentations on tax incentives and investment opportunities in the Philippines before clients, the Department of Foreign Affairs, the Ateneo de Manila Graduate School of Business and the University of Asia and the Pacific.
Whilst at SGV, he also served as Program Coordinator and Official Spokesman of the Entrepreneur of the Year, a prestigious global awards program conceived by Ernst & Young Global that recognizes the accomplishments of entrepreneurs all over the world.
Atty. Reyes joined the Knowledge Institute as its Managing Director in March, 2006. KI is firm owned by SGV & Co. KI is an enterprise established to gather, create, and deliver knowledge on business and the economy. Aside from Business Intelligence and Market Analysis, KI provides executive education courses in tax, accounting, risk management and corporate governance.
Atty. Reyes is also active in professional and socio-civic affairs. He is a member of the Integrated Bar of the Philippines; Immediate President of the Rotary Club of Makati Dasmarinas, District 3830; Coordinating Chairperson for Red Cross Projects, Rotary International District 3830; and a Governor of the Philippine National Red Cross where he heads the Audit and Youth Committees. Last but not least, he is active in Victory Christian Fellowship where he leads Bible discussion groups and serves as usher during church services
